Design-Build Services for Integrated Heavy-Duty EV Charging & Energy Infrastructure

Supporting zero-emission drayage operations at the Port of Baltimore

Capital Logistics, LLC is soliciting proposals from qualified design-build teams for the design and construction of an integrated heavy-duty electric vehicle (EV) charging and energy infrastructure system supporting zero-emission drayage operations serving the Port of Baltimore. The project includes heavy-duty DC fast charging, a Battery Energy Storage System (BESS), a site microgrid, medium- and low-voltage distribution, an Energy Management System (EMS), and related civil and site work.

This procurement is conducted under 2 CFR 200.320(b)(2) (Formal Competitive Proposals) using federal funds from the EPA Clean Ports Program, administered by the Maryland Port Administration (MPA). All proposals are subject to federal compliance requirements including Build America, Buy America (BABA), Davis-Bacon prevailing wage, Equal Employment Opportunity (EEO), and SAM.gov registration and debarment verification.

The procurement is structured in two phases: a guaranteed Design Package (fixed-fee) and a conditional Construction Package (preliminary Guaranteed Maximum Price), the latter contingent on MPA approval, funding availability, and price/cost analysis.

Submission

Proposals must be submitted electronically to procurement@capitallogisticsmd.com no later than September 18, 2026, 2:00 PM EST. Late proposals will be rejected. All questions must be submitted in writing; responses will be issued only by written addendum to all proposers on the distribution list.
